Carol Toner is an accomplished senior leader with more than 40 years’ experience spanning the full breadth of health and social care. Her career includes senior responsibilities across adult education, learning and organisational development, business development, and operational leadership, giving her a uniquely comprehensive perspective on quality, workforce capability, and service improvement.
Carol is recognised for her longstanding commitment to improving outcomes for people who draw on care and support. She has contributed to national programmes that continue to shape sector‑wide policy, practice, and workforce standards.
She holds a Level 7 Diploma in Management and a specialist qualification in person‑centred dementia care from the University of Surrey, reflecting her deep professional grounding and her personal commitment to evidence‑informed practice.
Throughout her career, Carol has championed a culture where quality is owned by everyone and grounded in the standards we would expect for ourselves or those we care about.
